ARTICLE 187-3 OF THE CRIMINAL CODE OF THE UKRAINIAN SSR “GROUP ACTIONS WHICH DISRUPT PUBLIC ORDER”
The full wording under Article 187-3 was: “The organization, as well as the active participation in group actions which flagrantly disrupt public order or that are connected with clear disobedience as regards the lawful demands of representatives of the authorities, or if they have caused a disruption to the functioning of transport, state or public enterprises, institutions or organizations”. In Soviet criminal legislation this was used to bring criminal charges against unsanctioned demonstrations and other public protest actions (for example “the demonstration by seven” and the “demonstration of 22.01.1967”). The punishment was deprivation of liberty for up to three years.
This article was introduced into the Criminal Code together with Article 187-1 which punishes “for disseminating untrue stories which defame the Soviet State and social order”. Both articles were not formally classified as “political” and the investigation into them was officially under the prosecutor’s office, and not the KGB, with those convicted serving their sentences in criminal labour camps.
